Frank Herbert Dowsett was born on 1 Aug 1866 at 4 Chippingham Terrace, Harrow Road, Paddington, England, to Alfred Prince Dowsett and his wife Maria Rice. He came to Australia at the age of two in Oct 1867 with his family, including his brothers Harry and William, who are also in this Album. Frank had a varied working life, being employed at a drapery in Launceston, then moving to Zeehan, back to Launceston to work with FL Fysh, warehouseman, to Strahan for six months and then back to Launceston.

Frank married Mary Harvey on 8 Nov 1897 in Westbury. They had at least two children: Alfred, born 19 Aug 1898 and James, born 14 Aug 1899. They were residing at their store at 6 Wellington Rd, Launceston, in 1898. By 1902 they were living at 36 Lower Myers Street in Geelong, where Frank was a draper. In 1931 he was a salesman, living at 142 Corio Street, Geelong. He died on 7 Aug 1934 at the Belhaven Private Hospital, 10 Fryansford Road, Geelong.
